What is NTSCB?
Children can only be kept safe properly if agencies work together. Local Safeguarding Children Boards were established by the Children Act 2004 to help make sure this happens and every area has to have one..
Known locally as the North Tyneside Safeguarding Children Board (NTSCB) the Board is the means by which organisations come together to agree on how they will cooperate with one another to safeguard and promote the welfare of children. It’s role is to scrutinise and monitor this process, and to ensure that local agencies cooperate and work well to achieve this. NTSCB is a partnership body that is independent of all the organisations that work with children, young people and their families.
The Board’s core objectives are set out in the Children Act 2004 and the functions are set out in Working Together to Safeguard children 2015. They cover communication, quality assurance, learning from serious case reviews, reviewing child deaths and ensuring sound safeguarding policies and procedures are in place.
The Government is consulting on significant revisions to ‘Working Together to Safeguard Children’ – the statutory guidance which sets out what is expected of organisations, individually and jointly, to safeguard and promote the welfare of children.
These revisions are being made largely to reflect the legislative changes introduced through the Children and Social Work Act 2017 and new ‘child death review’ guidance. To find out more about this click here
The LSCB works closely with the Children and Young People Executive which is specifically accountable in North Tyneside for overseeing the delivery of the Children & Young Peoples Plan.
Each local Safeguarding Board has to produce and publish an Annual Report evaluating the effectiveness of safeguarding in the local area. We also develop, implement and review our Business Plan, a copy of which can be viewed by clicking on this link:
What is NTSCB’s vision?
Children and young people, their welfare, protection and the promotion of their interests are at the heart of everything NTSCB does. Our vision is that every child and young person in North Tyneside grows up safe from harm. We aim to sustain a strong safeguarding culture where the focus is firmly on the experience of the child or young person and their journey to getting early help and support.
Who are the members of NTSCB ?
NTSCB has an Independent Chair, Richard Burrows who has been in post since April 2014. Every LSCB must have an Independent Chair who provides leadership for the Board and ensures that it operates effectively.
Richard’s background is originally in social work and he has worked in Local Authorities and the voluntary sector managing health and social services for children. In 2008 he stated his own company specialising in safeguarding, organisational change, complaints and historical abuse allegations and more recently the provision of independent chairing services.
Richard currently chairs a number of LSCB’s as well as other forms of independent review. In his role as Independent Chair, Richard is responsible for making sure that the board meets regularly, that it has clear priorities, follows its work plan and makes sure it meets the objectives it sets.
